Off-Plan Projects in Dubai & the UAE

Off-plan property means buying a home directly from the developer before it is built, usually at launch prices and on a staged payment plan. It has become the main way investors and end users enter the UAE market: you commit a smaller amount upfront, pay the rest as construction progresses, and receive a brand-new unit at handover.

Jet Horizon Properties is a Dubai-based brokerage focused on off-plan sales. We track new launches from the developers we work with, compare payment plans and handover dates side by side, and guide you from the Expression of Interest to the Sales and Purchase Agreement and handover — at no extra cost to you, since our fee is paid by the developer.

Why Buy Off-Plan in the UAE?

Launch Pricing

Early phases are typically released at lower prices than later phases or comparable ready units. Buyers who enter at launch can benefit if the project and the surrounding community appreciate before handover.

Flexible Payment Plans

Instead of paying the full price at once, you pay in instalments linked to construction milestones. Plans such as 60/40, 50/50 or 1% monthly are common, and some developers extend payments for several years after handover.

Buyer Protection

In Dubai, off-plan payments go into regulated escrow accounts and are released only against construction progress. Sharjah has its own regulator for real estate registration. This framework is one of the reasons international buyers are comfortable purchasing before completion.

New Specifications and Amenities

New projects are designed around current demand: smart-home features, better layouts, resort-style amenities and community facilities that older buildings often lack — which also supports rental demand after handover.

How to Choose the Right Off-Plan Project

1. Check the Developer’s Delivery Record

Look at completed projects, how close they were delivered to the promised date, and the build quality of units already handed over. This matters more than the brochure.

2. Study the Location, Not Just the Project

Access to main roads and metro, schools, retail and planned infrastructure drives both rental demand and resale value. Communities still being built out can offer more upside, and more waiting.

3. Compare the Payment Plan in Full

Compare the down payment, instalments during construction, the amount due at handover and any post-handover payments. Factor in the 4% DLD fee for Dubai projects and service charges after completion.

4. Read the Resale and Handover Clauses

Know when you are allowed to resell, what the developer charges for it, and what happens if handover is delayed. Your advisor should walk you through these sections of the SPA.

Frequently Asked Questions

Can I get a mortgage on an off-plan property in the UAE?

Some UAE banks finance off-plan units, usually once construction has reached an agreed stage or at handover, and the terms vary by bank, developer and buyer profile. Most off-plan buyers rely on the developer’s payment plan during construction. Speak to our team and we will connect you with mortgage advisors who handle off-plan cases.

Where do my off-plan payments go?

In Dubai, payments for registered off-plan projects are made into an escrow account regulated by the Dubai Land Department and RERA, and released to the developer against verified construction progress. Always pay into the project escrow account shown on your Sales and Purchase Agreement, never into a personal account.

How much do I need to pay upfront?

Most launches ask for a down payment of 10–20% plus the Dubai Land Department registration fee of 4% for Dubai projects. The balance is spread across construction milestones, and some developers offer post-handover plans.

What are the risks of buying off-plan?

The main risks are construction delays, changes to the final specification and resale restrictions before a set percentage is paid. You reduce them by choosing developers with a strong delivery record, reading the SPA carefully and confirming the project is registered with the relevant authority.

Can buying off-plan property qualify me for a UAE Golden Visa?

Property investors can qualify for the 10-year Golden Visa with property worth AED 2 million or more, and off-plan units can qualify under conditions set by the authorities. Requirements change, so we confirm the current rules for your specific unit before you commit.

Can I sell an off-plan property before handover?

Yes, many developers allow resale before completion once a minimum percentage of the price has been paid, often 30–40%, subject to a developer fee and a no-objection certificate. Check the resale clause in the payment plan before you buy.
